There can be no participation in social life without mobility through public transport. Even if the goal of the equality of living conditions is increasingly being questioned, nonetheless, the government is still responsible to offer and to supply public transportation for its citizens. In view of demographic change, mobility cannot be guaranteed in the long term by building and maintaining new roads alone. As a matter of fact, local public transportation must also be ensured in rural areas - not to mention the ecological and social benefits that public transportation bring. In an ageing society like ours, elderly persons must be able to go from A to B, especially if they no longer own a private car. Yet, mobility in general does not only apply to old people. In fact, persons with mobility impairments also have a right to use local public transport. Furthermore, from 1.1.2021 there will be a legal entitlement to accessibility in local public transport.<\/p>\n
With its concept written by the iso-Institut, the project \u201cmobia\u201d that precedented With its concept written by the iso-Institut, the project \u201cmobia\u201d that precedented \u201cmobisaar\u201d was awarded in 2015 the prize of \"Innovative Regions and Municipalities in Demographic Change (Innovakomm)\". The partners of the mobisaar network received a total funding of \u20ac4.77 million to develop an innovative mobility system by the end of 2020 for the entire Saarland. The goal of this funding was to develop a mobility system that would later be able to function without (or only with minimal) public funding.<\/p>\n
Dabei nahmen wir Ergebnisse des 2014 abgeschlossenen Vorhabens \u201eMobia\u201c (Mobil bis ins Alter) auf, in dem ein technologiegest\u00fctzter Service f\u00fcr \u00e4ltere und mobilit\u00e4tseingeschr\u00e4nkte Menschen im \u00d6ffentlichen Personennahverkehr (\u00d6PNV) in Saarbr\u00fccken entwickelt und erprobt wurde. Die hier entwickelte Kombination aus Dienstleistung und Technologie baute f\u00fcr \u00fcber 60 Kunden ein Jahr lang Barrieren im \u00d6PNV durch zielgerichtete Begleitung ab. In \u201emobisaar\u201c wurden neben Besch\u00e4ftigten des \u00f6ffentlich gef\u00f6rderten Arbeitsmarktes auch Ehrenamtliche und spontan freiwillige Lotsen Begleitdienste \u00fcbernommen, um diese auch in gr\u00f6\u00dferen Zeitr\u00e4umen und auch im l\u00e4ndlichen Raum anbieten zu k\u00f6nnen. Hierzu wurden die bereits vorhandenen \u201eApps\u201c weiter um- und ausgebaut, so dass sie das gesamte Saarland abdeckten, offene Schnittstellen zu diversen anderen Diensten boten und es erlaubten, die unterschiedlichen Typen von Mobilit\u00e4tslotsen mit ihren unterschiedlichen Qualifikationen in den Dienstleistungsprozess zu integrieren. Im mobisaar-Call-Center, das diese Dienstleistungen saarlandweit bereitstellte, hatten die Fahrg\u00e4ste die M\u00f6glichkeit, \u00fcber multimodale Zugangswege den Service der Lotsen zu bestellen. Die f\u00fcr den \u00f6ffentlichen Raum und auch f\u00fcr den \u00d6PNV gesetzlich geforderte Barrierefreiheit wurde durch das Vorhaben nicht ersetzt, sondern erg\u00e4nzt, insbesondere auch f\u00fcr diejenigen Menschen, die aufgrund fortgeschrittenen Alters oder eingeschr\u00e4nkter Mobilit\u00e4t Unterst\u00fctzung im \u00d6PNV brauchen. Nach Abschluss des BMBF-Vorhabens wird mobisaar mit Unterst\u00fctzung des saarl\u00e4ndischen Ministeriums f\u00fcr Wirtschaft, Arbeit, Energie und Verkehr weitergef\u00fchrt.<\/p>\n
