Evaluation of the Saarland Collective Bargaining Compliance and Fair Wages Act (STFLG)
Project Duration: 14.07.2025 – 28.02.2026- Fields of Work: Sustainable Employment Policy and Securing Skilled Personnel

The Saarland Collective Bargaining and Fair Wages Act (STFLG) aims to ensure fair working and wage conditions in the awarding of public contracts and to strengthen collective bargaining agreements. The evaluation of the STFLG focuses primarily on the application of the law in practice, monitoring compliance with the regulations, and their effectiveness. It focuses on the practical handling of the STLFG requirements by the contracting authorities and on the work of the “Tariftreue” (collective agreement compliance) supervisory authority. The evaluation is carried out in three main steps. First, the implementation of the regulations at the state level is examined and the procurement processes carried out to date are analyzed. In the second step, the experiences and acceptance of the regulations among the contracting authorities and participating companies, as well as among the most important employee and employer representatives, are examined. Finally, in the third step, the working methods, audit processes, and results of the “Tariftreue” audit authority are examined. To this end, the contracted companies, the contracting authorities, MASFG experts, and experts from associations are surveyed. Translated with DeepL.com (free version)
