SEBDem - Sektorenübergreifender Einsatz gewohnter Betreuungskräfte für Demenzkranke
Project Duration: December 2021 - May 2022Dementia patients have a high demand for care, supervision and day structuring. The legislator has reacted to this need in SGB XI with the financing of care services. However, if dementia patients have to undergo a hospital stay and thus come under the legal regulation of SGB V, they cannot currently use care services. This is because there is a serious legal loophole. A hospital stay is known to be a particularly stressful situation for this group of patients. The new form of care, SEBDem, is aimed at people with dementia who already receive care services from outpatient services in their home care. If these people are treated in a hospital, they should also be able to be cared for across sectors in SGB V by the caregiver they are accustomed to. A preliminary study lasting six months is being implemented on a pilot basis in Saarland with the support of the Saarland Nursing Society and the Saarland Hospital Society.
The evaluation is being conducted by the Institute for Social Research and Social Economy (iso). For quality assurance and biometric advice, Prof. Dr. med. Jürgen Stausberg, physician for medical information processing and medical quality management, is participating in the project. Within the framework of the evaluation, the effects of habitual care in the intervention group will be compared with a control group of patients from the participating institutions before the introduction of the intervention. The focus is firstly on the development of patient safety and secondly on the development of the costs for the hospital treatment of the test persons and for home placements occurring after the hospital stay. In addition, a qualitative-formative approach is used to analyse the cooperation of the actors at the operational level and the overarching (structural and financial) framework conditions for the use of usual care workers in hospitals at the institutional level (structure and process analysis). do not make use of childcare services.
